Statement on Anniversary of National Unity Government

The Ministry of Human Rights of the National Unity Government of the Republic of the Union of Myanmar was established on 3 May 2021 under the leadership of Union Minister U Aung Myo Min and Deputy Minister Khun Baham Htan.

Since its inception, the Ministry of Human Rights has implemented a series of responsibilities, including:

  • the investigation and documentation of alleged violations and abuses of human rights, in support of accountability and in consultation with local and international civil society
  • human rights mainstreaming across National Unity Government (NUG) policies and programs
  • development and dissemination of human rights education materials, including infographics, video clips and animations through social media
  • engagement with United Nations forums, mechanisms, agencies and experts, including the Human Rights Council and the Special Rapporteur on Myanmar.

Significantly, the Ministry of Human Rights partnered with relevant ministries in developing the NUG’s Policy Position on the Rohingya, the Military Code of Conduct for People’s Resistance Forces, and the Policy for Protection of Women and Children in Conflict.

The Ministry has also advocated for international recognition of the NUG, and for concrete actions to starve the illegal military junta of cash and weapons including through targeted economic sanctions and arms embargoes. Furthermore, the Ministry has supported the NUG’s engagement with the International Criminal Court and the International Court of Justice in pursuit of accountability, including for atrocity crimes directed against the Rohingya and other minorities.

The Ministry of Human Rights will continue to strengthen the NUG’s compliance with its obligations under international human rights law and international humanitarian law. Guided by the NUG’s leadership, the National Unity Consultative Council and the Committee Representating Pyidaungsu Hluttaw, it will also advance implementation of the Federal Democracy Charter, which commits to a Union founded on rights, equality, peace and justice.

hts implemented documentation of human rights violations, international advocacy for prosecutation for these crimes, dissemination of human rights education and streamlining of human rights standards across the policies of the National Unity Government.

The ministry systematically documented the human rights violations of the military junta and develped a human rights violations documentation system with the support of local and international civil society.

The ministry advocated for recognition of the National Unity Government, arms embargo and economic sanctions against the military junta, prosecutation for their crimes through international judicial mechanisms in meeting with international governments, parliaments and organizations.

The ministry also disseminated human rights education materials including cartoons, infograhics and video clips through social media.

The ministry in collaboration with relevant ministries contributed to emergence of Policy Position on Rohingya, Military Code of Conduct for “people’s resistence” forces and policy for protection of women and children in conflict.

The Ministry of Human Rights will try to ensure human rights compliance in the fight against all forms of dictatorship including military dictatorship and delivery of justice for human rights violations. The Ministry of Human Rights is committed to continue to contribute to the revolution under the policy guidance of National Unity Consultative Council and oversight of the Committee Representating Pyidaungsu Hluttaw until a federal democratic union was built that guarantees equality, peace and justice as per the motto of the ministry.
