The Republic of the Union of Myanmar, as represented by the National Unity Government, welcomes the interactive dialogue with the Head of the Independent Investigative Mechanism for Myanmar, Mr. Nicholas Koumjian, as well as the Mechanism’s latest report to the Human Rights Council.

“ဥပဒေကို မလိုက်နာဘဲ ထင်တိုင်းကြဲကြတဲ့သူတွေဟာ တာဝန်ခံမှုမရှိတဲ့အတွက် မြန်မာပြည်သူ တွေဟာ ဒုက္ခဆက်ရောက်နေကြတယ်” ဟု ယခင်နှစ် စက်တင်ဘာလက မစ္စတာနစ်ကိုလက် ကိုမီဂျန်က ကောင်စီကို ပြောခဲ့သည်။ တရားမဝင်သော စစ်အာဏာရှင်၏ စစ်ရာဇဝတ်မှုများနှင့် လူသားမျိုးနွယ်အပေါ် ကျူးလွန်သောရာဇဝတ်မှုများ ဖြစ်ပွားမှုနှင့် ပြင်းထန်မှုသည် မကြာသေးသော လများအတွင်း တိုးပွားလာသည်ဟု မစ္စတာကိုမီဂျန်က ယမန်နေ့က တင်ပြခဲ့ သည်။

What has changed in the past year? Only the scale of civilian bloodshed and suffering and the depth of the junta’s belief in its impunity.

The Mechanism’s report describes the junta’s atrocity crimes as “increasingly brazen”, “more frequent,” and “audacious.” It catalogues the junta’s indiscriminate attacks on civilians in aerial bombing, its mass executions, its large-scale and intentional burning and destruction of entire villages, and its torture and use of sexual violence against detainees.

တာဝန်ခံမှုရှိလာစေရေးအတွက် IIMM အခန်းကဏ္ဍကို ထောက်ပံ့ပေးမှုများအား အဖက်ဖက်က နေ၍ ပိုမိုအားထုတ်လုပ်ဆောင် ရမည်ဖြစ်သည်။ ကုလသမဂ္ဂအဖွဲ့ဝင်နိုင်ငံများအနေနှင့် သက်သေများနှင့် သတင်းအချက်အလက်များ လက်လှမ်းမီနိုင်ရန်အတွက်  IIMM အား လက်လှမ်းမီရယူနိုင်အောင် ခွင့်ပြုသင့်သည်။ ထို့ပြင် IIMM ၏ သက်သေအထောက်အထားကို ကမ္ဘာလုံးဆိုင်ရာ  တရားစီရင်ရေးလုပ်ထုံးလုပ်နည်းအရ တရားစွဲဆိုနိုင်ရန် အသုံးပြုသင့်သည်။ မစ္စတာကိုမီဂျန်က ” သက်သေအထောက်အထားတွေကို ပြသဖို့သက်သက်အတွက် IIMM ကို ဖန်တီးထားတာ မဟုတ်ပါဘူး။ ဒီကိစ္စရပ်တွေကို လိုလိုလားလား တရားစွဲဆိုနိုင်တဲ့ တရားရုံးတွေ၊ ခုံရုံးတွေမှာ တရားမျှတမှုနဲ့ တာဝန်ခံမှုကို အားပေးဖို့ သက်သေအထောက်အထားတွေကို အသုံးပြုတဲ့အထိ ရည်ရွယ်ပါတယ်။”ဟု ဆိုပါသည်။

Myanmar, as represented by the National Unity Government, strongly supports the Mechanism’s standing commitment to holding the Myanmar military accountable for its atrocity campaigns against the Rohingya people. We are encouraged by the Mechanism’s contributions to ongoing proceedings at the International Court of Justice, the International Criminal Court, and in Argentina.

Myanmar will continue to partner with the Mechanism by identifying witnesses who can provide testimony in safe and secure ways, and we stand ready to explore the Mechanism’s access to Myanmar territory to facilitate on the ground investigations.
