The Republic of the Union of Myanmar welcomes the interactive dialogue with the Special Rapporteur on the situation of human rights in Myanmar, Mr. Tom Andrews, as well as the Special Rapporteur’s corresponding report to the Human Rights Council.  

Myanmar, as represented by the National Unity Government, remains deeply grateful to the Special Rapporteur and extends its full support to his mandate.

The Special Rapporteur’s presentation to the Council was loud and clear: the tide is turning in Myanmar because of the courage and tenacity of its people. The illegal military junta is losing on every front: it is losing territory, bases, troops and morale, and it is losing in its empty claims to legitimacy.

 Yet the junta would sooner destroy the nation then concede defeat, and it has set this campaign in motion. As the Special Rapporteur told the Council, junta airstrikes against civilians have increased fivefold in recent months, the junta has forcibly displaced close to three million people, and its skyrocketing weaponization of suffering has driven nearly 19 million people – including six million children – into humanitarian need. 

Now, the junta’s attempts to forcibly conscript young women and men to fight in its horrific war against its own people will trigger an explosion of violence and massive population movements as young people flee to safety and to join the Spring Revolution’s ranks. This act of collective punishment aims to destroy new generations of Myanmar youth. 

ရခိုင်ပြည်နယ်တွင် တကျော့ပြန် ဖြစ်ပွားနေသော ပဋိပက္ခများနှင့် ပတ်သက်ပြီး အထူးကိုယ်စားလှယ်နှင့်   လူ့အခွင့်အရေးဆိုင်ရာ မဟာမင်းကြီး Türk က “အရေးတကြီး အချက်ပေး ခေါင်းလောင်းတီး” သည့်အနေဖြင့် အတော်မသတ်နိုင်သည့် အကြမ်းဖက်မှုများက ဝန်းရံပိတ်ဆို့မှု၊ တရစပ်ဗုံးကြဲမှုများ ခံစားနေရသော ရိုဟင်ဂျာ အသိုက်အဝန်းကို ခြိမ်းခြောက် နေသည့် ဖိနှိပ်ရှင်းလင်းရန် ကြိုးပမ်းမှုများ အသစ်များ ဖြစ်ပေါ်လာနေသည်ဟု ထောက်ပြခဲ့သည်။ 

ဤရက်စက်ယုတ်မာမှု အခြေအနေများ မြင့်တက်လာမှုသည် မြန်မာနိုင်ငံအတွင်းတွင်သာမက “ဒေသတွင်းနှင့် ကမ္ဘာတရပ်လုံး” ကို အကျိုးသက်ရောက်မှုရှိသည်။ သို့သော်လည်း အထူးကိုယ်စားလှယ်က နိဂုံးချုပ်အနေဖြင့် “(မြန်မာနိုင်ငံတွင်း) ဖြစ်ပျက်နေမှုတွေအပေါ် နိုင်ငံတကာအသိုင်းအဝိုင်းရဲ့ တုံ့ပြန်မှုဟာ အလုပ်မဖြစ်ပါဘူး။ အလျှော့ပေးညှိနှိုင်းဖို့ ကြိုးစားတာက အလုပ်မဖြစ်ပါဘူး။ အခြေခံတောင်းဆိုချက်မရှိပဲ အကြမ်းဖက်စစ်အုပ်စုနဲ့ ထိတွေ့ဆက်ဆံတာက အလုပ်မဖြစ်ပါဘူး” ဟု ထည့်သွင်း ပြောကြားခဲ့သည်။ 

Myanmar, as represented by the National Unity Government, therefore fully supports the Special Rapporteur’s push for a renewed and determined approach by the international community. This includes support for the Special Rapporteur’s calls:

1. On the UN Security Council to immediately act to stop the military junta’s “murderous campaign by denying it the weapons and the money it requires”. Complementing this action, a coalition of States should establish a “strategy of coordinated, targeted sanctions to isolate the junta and protect the people of Myanmar”

2. For a new humanitarian aid strategy that includes the National Unity Government, ethnic organisations and civil society in delivering aid “quickly and efficiently” to those in greatest need and to conflict areas that currently have little to no access to aid 

3. For redoubled efforts to end impunity and to secure accountability, including by Member States to the International Criminal Court referring the situation in Myanmar to the Prosecutor of the Court under Article 14 of the Rome Statute and requesting that he open an investigation 

4. For increased investment in Myanmar’s transition through direct engagement with the National Unity Government, Ethnic Resistance Organizations and Myanmar civil society. In the Special Rapporteur’s words, UN Member States should support “those who are building a political framework that enfranchises Myanmar’s rich and diverse population while affirming human rights, equality and justice as the pathway to peace”.
