2022<\/b><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-8f6c998 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"8f6c998\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The Republic of the Union of Myanmar welcomes the oral progress report of the Special Rapporteur on the situation of human rights in Myanmar, Mr. Thomas H. Andrews.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">\u201cBad to worse, to horrific\u201d is how the Special Rapporteur has described Myanmar\u2019s trajectory and the plight of its people since the illegal military junta launched its failed coup in February 2021.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Violence is intensifying. Junta atrocities are escalating. A humanitarian crisis has become a humanitarian catastrophe. To the Special Rapporteur, \u201cthe stakes could not be higher.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Finding yet again that the illegal military junta is \u201ccommitting war crimes and crimes against humanity on a daily basis, including sexual violence, torture, deliberate targeting of civilians, and murder\u201d, the Special Rapporteur pointed to two horrific examples:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the junta\u2019s extrajudicial execution of four political prisoners in July, \u201cjust three weeks after\u201d he last addressed the Council, and\u00a0<\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the junta\u2019s deployment of helicopter gunships and troops \u201cjust last Friday\u201d to slaughter at least 13 civilians, including 11 children, at a school in a temple in Sagaing Region \u2013 an atrocity strongly condemned by the UN Secretary-General.<\/span><\/li><\/ul><p><b>Extrajudicial executions just weeks after the last Human Rights Council session, and a massacre of children <\/b><b><i>during<\/i><\/b><b> the current Council session. This ramping up of bloodshed not only targets the most vulnerable, it is a direct affront to the UN and its Member States. Each UN entreaty has been answered with junta atrocities.\u00a0<\/b><\/p><p><b>And yet the Human Rights Council continues to leave Myanmar\u2019s seat empty. By depriving the people\u2019s legitimate representatives of a voice, the Council is also denying itself access to accounts that, to the Special Rapporteur, show \u201cwhat humanity \u2013 at our best \u2013 is capable of.\u201d<\/b><\/p><p><span style=\"font-weight: 400;\">In reaching the damning conclusion that the international response to Myanmar\u2019s \u201cdeepening crisis has failed\u201d, the Special Rapporteur pours scorn on the UN Member States that are \u201cworking to prop up this illegal and brutal military junta with funding, trade, weapons, and a veneer of legitimacy\u201d, as well as those who \u201cvoice support\u2026 but then fail to back up their words with action\u201d.\u00a0<\/span><\/p><p><b>Myanmar strongly supports the Special Rapporteur\u2019s calls for stronger, coordinated and more effective action to deprive the junta and its forces of \u201crevenue, weapons, and legitimacy\u201d, and for a \u201ccoalition of nations that can build a coordinated strategy\u201d.<\/b><\/p><p><b>Every effort must continue to be made to ensure that responses are UN-led, foremost at the Security Council, where renewed efforts to secure a resolution on Myanmar are welcome<\/b><span style=\"font-weight: 400;\">. The illegal military junta must be viewed as a terrorist threat to regional peace and security and treated accordingly.<\/span><\/p><p><b>The UN General Assembly must also formally accept the credentials of the National Unity Government.<\/b><span style=\"font-weight: 400;\"> This would remove any remaining doubt in the Human Rights Council\u2019s mind as to who rightfully represents the people of Myanmar, and reopen clear channels for Myanmar\u2019s engagement with the UN\u2019s human rights system and access to technical assistance.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Thirdly, in follow-up to its HRC50 \u2018Panel discussion on the root causes of human rights violations and abuses against Rohingya Muslims and other minorities in Myanmar\u2019, and in the shadow of the Rosenthal Report\u2019s recommendations, <\/span><b>the Human Rights Council must continue to send a clear message to the UN Country Team and UN agencies, funds and programmes in Myanmar that operational interventions must not grant any legitimacy to the junta<\/b><span style=\"font-weight: 400;\">. This should also see the UNCT expand its partnership with the National Unity Government, ethnic organisations and civil society in the delivery of humanitarian assistance to all persons in need.<\/span><\/p><p><span style=\"font-weight: 400;\">These steps should form part of the Special Rapporteur\u2019s urgent call for a \u201cnew course of action where the Member States of the UN stand with and for a courageous people who are fighting for their lives, their children, their future.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">Myanmar continues to extend its full support to the mandate of the Special Rapporteur on Myanmar and its sincere gratitude to Mr. Andrews for his vocal and unswerving commitment to the human rights, fundamental freedoms and democratic
