နွေဦးတော်လှန်ရေးနဲ့အတူပေါ်ပေါက်လာတဲ့ အမျိုးသားညီညွတ်ရေးအစိုးရ (National Unity Government) မှာ လူ့အခွင့်အရေးဆိုင်ရာဝန်ကြီးဌာနရဲ့ ပြည်ထောင်စုဝန်ကြီးအဖြစ် ယုံယုံကြည်ကြည်တာဝန်ပေးအပ်ခြင်းကို ခံရတဲ့ အတွက် အထူးဂုဏ်ယူဝမ်းမြောက်မိပါကြောင်း ပထမဦးဆုံး ပြောကြားလိုပါတယ်။ အထူးသဖြင့် အာဏာရှင် စနစ်ကို ရဲရဲဝံ့ဝံ့တွန်းလှန်တိုက်ပွဲဝင်နေကြတဲ့ တိုင်းရင်းသားလူမျိုးပေါင်းစုံရဲ့ တော်လှန်သောမျိုးဆက်ပေါင်း များစွာနဲ့အတူ ဖယ်ဒရယ်ပြည်ထောင်စုပေါ်ပေါက်‌ရေးနဲ့ လူ့အခွင့်အရေးပြန်လည်ထွန်းကားဖို့ လက်တွဲလုပ်‌ဆောင် ခွင့်ရရှိတဲ့အတွက် ပိုမိုကျေနပ်ဝမ်းမြောက်မိပါတယ်။

Human rights are the rights of every human being from their birth. No human should be discriminated against and treated differently based on their colour, sex, gender, religion, ethnicity, language, class, physical ability or disability, and sexual orientation that they choose. Rights that every human has since birth cannot be taken away by force or by any other means because just like dignity, humans are born with their rights from the beginning. It is extremely saddening to see the rights and freedom of the people of Myanmar are violated daily by the military group. Current situations, in which people of Myanmar are crushed by using force when peacefully dissenting and expressing their desire, are faced with arbitrary arrests, tortured, killed, and being shot at, ethnic nationality areas are attacked by the airstrike causing many people to flee from their home and villages, puts a spotlight on the worsening level of human rights condition in the country. On the other hand, however, the people of different ethnic nationalities in Myanmar showing their faith and trust, continuing their fight, and demand their basic human rights by employing every creative and imaginative way and I cannot express enough how proud and honoured I am to witness such unwavering effort.

Just as for the responsibility of every government of any nation, the Ministry that I will be serving (which is the Ministry of Human Rights) will endeavour, with three focal tasks, to instill in everyone respecting for human rights, defending and protecting for human rights, and promotes human rights. The Ministry of Human Rights will strive to protect the human rights of all people of Myanmar even though we are currently still in the revolution phase as well as facing a brutal and violent crackdown by the military. I would like to present here the implementation stages and programs to attain the goals/vision/mission that we set out.

 (1) Developing and establishing Complaint Mechanism for all forms of human rights abuses and violations and systematic documentation unit

Action and brutality that the military has been inflicting since the coup is no longer just the violation of human rights but it has reached the level of criminal activities that could be termed as an international crime according to the international justice and criminal system. The military has been violating every human right we can think of in the world with unimaginable and unthinkable cruelty. It is crucial to collect, record and document all these violations of rights. The Ministry of Human Rights will create a system to document, protect, and store this information so that it can be used as evidence when we reach the transitional justice phase for our nation. Only then, during the truth and justice-seeking period, we will be able to guarantee fairness and justice for those who heroically sacrifice their lives in the fight for democracy and human rights and to those ethnic nationalities in different areas whose human rights being violated in every possible way.

(2) Working to put the culture of impunity to an end

There has been no reparation or no justice being served to those who suffered and still suffer violations of their basic human rights. It has been several decades in which those who are responsible for abuse, violation, and atrocity go on without being punished and being held accountable. This has caused so much anguish to those who experienced and still experiencing abuse and violation and as a result causing them to feel helpless. This lack of accountability and responsibility has created a situation or a culture in which those who committed heinous crimes and violations get the license to continue their abuse, violation, and atrocity against the people of Myanmar. Therefore, the MOHR will steadfastly set out to put this culture of impunity to an end. In collaboration and cooperation with the international organisations including the United Nations, the MOHR will ensure that those who are responsible are to face justice and judicial systems in line with the international human rights mechanism and international criminal justice system. The MOHR will continue to collaborate with all organisations and individuals working on human rights issues including the UN Human Rights Council, Special Rapporteur for Myanmar, the UN Fact-Finding Mission on Myanmar, and ASEAN Intergovernmental Commission on Human Rights.

(3) It is crucial in creating a culture of respect and passion to protect human rights between all government departments and agencies that are responsible to promote, protect, and defend human rights and the public as a whole and thus all of us need to have a deep understanding on the essence of human rights principles. The MOHR has developed plans to raise awareness and educate the public about human rights so that creating an environment where mutual respect, acceptance of differences, and passion to protect human rights for all is not only possible but also realised. The MOHR will set planning stages to embed international human rights principles and standards, covenants, and procedures in all our conventional and non-conventional school systems and curriculums so that the people of Myanmar are well attuned to practice and protection of human rights.

In our implementation phase, it is incredibly important that we have collaboration and cooperation from civil society organisations (CSOs). For several decades, we have people who are tirelessly promoting and defending human rights so that all human rights violation could be put to stop, we have people who collect information and documenting them, we have internal and international human rights organisations and individuals, as well as experts on human rights issues. As I believe their experience, knowledge, and expertise will be extremely invaluable for us, the MOHR will promptly start working and discussing with them regularly.

In addition, I will not only take their wisdom and expertise on board but also will collaborate and coordinate to set working plans together. I believe and have faith that by working together, the MOHR will be supported with their expert advice and cooperation and will be able to develop plans and actions. I would like to respectfully and cordially invite all of you to work with us. Human rights are for every human. Every human is responsible for protecting and defending human rights. It is our duty. With the people of Myanmar in our hearts and mind, the MOHR will strive to create a society in which basic human rights are respected and all human beings are treated with dignity. I wholeheartedly promise and pledge here that our MOHR of the National Unity Government will be the ministry by the people and for the people of Myanmar. Please allow me to work my hardest and please participate and collaborate with our ministry.

Let's work together for the tasks at our hands as it requires all of us and let's set out together so that we will never let any future generations languish under any form of dictatorship.
