National Unity Government Endorsement of the ICCPR and Convention
Against Torture
16 December 2022

On this day, the 56th anniversary of the adoption of the International Covenant on Civil and Political Rights (ICCPR) by the United Nations General Assembly, the Ministry of Human Rights is honoured to announce the National Unity Government’s commitment to ratifying, fully and unreservedly, both the International Covenant on Civil and Political Rights (ICCPR) and its two Optional Protocols, and the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

The NUG is proud to join the many nations that have already endorsed these international legal instruments. Our intention to ratify these foundational legal instruments demonstrates our commitment to upholding and promoting the fundamental rights and freedoms of all individuals within Myanmar, including the right to life, liberty, and security of person; the right to a fair trial; and freedom of expression, assembly, and association. Likewise, the NUG stands firmly against all forms of torture, cruel, inhuman, or degrading treatment or punishment.
Our commitment to ratifying these instruments also reflects our unwavering commitment to international human rights standards and to building a more democratic and inclusive nation free from the oppression of military rule.

The ratification of these treaties will represent a significant step towards strengthening the protection of human rights in Myanmar and towards building a more just and equal society.

The NUG, therefore, calls upon the United Nations to recognise and acknowledge the NUG’s ratification of these treaties. By acknowledging their ratification, the United Nations can help to further strengthen the protection of human rights in Myanmar and contribute to the creation of a brighter future for all of Myanmar’s people.

The NUG remains dedicated to working towards a future where all may live with dignity and prosperity and where the principles of justice and equality are upheld. We hope that the United Nations will take this opportunity to support the NUG in its efforts to promote and protect human rights in Myanmar.
